Seaborne Operations Manager (MOASA-2023-18702)

 

Bowhead seeks to network with qualified individuals for an upcoming proposal project. If awarded we will be looking for an on-site Operations Manager to lead our team with the Maintenance, Operation, and Depot Support for Aerial and Seaborne Assets (MOASA).  Performance for this task is primarily based out of Naval Base Ventura County (Point Mugu, California (CA), San Nicolas Island, CA and Port Hueneme, CA) under the Pacific Target and Marine Operations Division (PTMO), Threat / Target Systems Department (TTSD) and Naval Air Warfare Center Weapons Division (NAWCWD) and Naval Air Systems Command (NAVAIR).

 

The mission of PTMO is to equip, maintain, transport, and operate aerial and seaborne targets for the Fleet, test programs, Joint and Coalition partners. PTMO employs subject matter expertise to operate targets, rapidly introduce new target types and deploy worldwide to meet urgent target requirements.

Responsibilities

  • Serves as the primary on-site Bowhead Manager and authorized to interface with the prime contractor Program Manager.  
  • The Operations Manager will provide continuous management support for the continuing requirement for Seaborne support services.
  • Manage and administer the work effort associated with the Operations and Maintenance associated with Seaborne Assets to assure fully adequate, disciplined, and timely completion of work requirements in accordance with operational safety and boating regulations specified by federal and local authority.
  • Responsible for operating seaborne targets and support vessels during seaborne operations.
  • Establish and carry out departmental or organizational goals, policies, and procedures.
  • Manage general activities related to providing services. 
  • Analyze financial statements and other performance indicators.  Identify places to cut costs and to improve performance, policies, and programs.
  • Coordinates and monitors the scheduling, pricing, and technical performance of the contract.
  • Enhances product workflow by analyzing and developing maintenance plans and schedules to support the operation and maintenance tasks associated with Seaborne assets.  
  • Ensures adherence to master plans and schedules; develops solutions to program problems; and directs work of employees assigned to the contract.
  • Ensures contract tasks are completed on time and within budget.
  • Acts as advisor to team regarding projects, deliveries, and operations. 
  • Familiar with standard concepts, practices, and procedures associated with supporting Seaborne assets.  
  • Relies on extensive experience and judgment to plan and accomplish goals.
  • Ensure an adequate staff of personnel with the necessary expertise to assure the performance of the work in accordance with sound and efficient management practices.
  • Make provisions to accommodate fluctuations in work magnitude and type and have the flexibility to respond to emergencies and changing priorities/requirements in an effective and efficient manner.
  • Provide a detailed monthly and annual status reports.

Qualifications

  • High school diploma
  • Minimum of five years’ direct experience in Department of Defense (DoD) and Seaborne targets and support vessel operation/management support
  • Background in operating and maintaining seaborne assets or vessels that range in size from small, outboard engine boats to 85’-120’ intermediate support vessels, to ships up to 300.
  • Minimum of five years’ experience working with large vessels is required
  • Prior Experience as a Chief Engineer in the US Navy
  • Experience directing teams to a successful conclusion in compliance with operational safety and boating regulations specified by federal and local authority
  • Prior experience with Union/CBA contract management and labor relations.
  • Individual shall have written and oral communications abilities commensurate with this management role.
  • Intermediate to advanced level skills in Microsoft Office software suite - Word, Excel, Outlook, PowerPoint.
  • Ability to understand, speak, read, and write the English language.
  • Ability to communicate effectively with all levels of employees and outside contacts.
  • Strong interpersonal skills and good judgment with the ability to work alone or as part of a team.
  • Valid driver’s license in the state of employment with an acceptable driving record.
  • Prior experience in Seaborne Operations
  • Must pass pre-employment drug test

 

Supervisory Responsibilities

  • Provides leadership and direction to the technical team comprised of non-exempt, and Union employees.
  • Monitor/provide effective performance feedback through employee recognition, coaching, and disciplinary action.
  • Ensures flow of communication from upper management to employees and vice versa.
  • Manage and Direct Teams to a successful conclusion in compliance with operational safety and boating regulations specified by federal and local authority.

 

 

Physical Demands

  • Must be able to lift 50 pounds on occasion.
  • Must be able to stand and walk for prolonged period amounts of time.
  • Must be able to twist, bend, and squat periodically.
  • High noise levels are common as is the potential exposure to heat/cold, noise, dusts, mist, and/or fumes.

 

Environment  

  • Operations Manager is required to be on-site.
  • Limited physical accommodations available.
  • Work areas consist of office and non-office settings such as vessel operations, machinery rooms, electrical, industrial locations.
  • Requires wearing personal protective equipment (PPE) which includes COVID-19 mask, safety glasses, protective-toe footwear, gloves, and hearing protection.

 

Target salary is $85k commensurate with experience

 

SECURITY CLEARANCE REQUIREMENTS: Must currently hold a security clearance at the Secret level.  US Citizenship is a requirement for Secret clearance at this location.
