Overview

SCHEDULER (SIOP-2024-20092):

 

Bowhead seeks a Scheduler to join our Pearl Harbor Naval Shipyard team in providing program schedule management support for a broad range of services supporting the Shipyard Infrastructure Optimization Program (SIOP) and assisting our US Navy clients in the execution of the SIOP mission.  The Scheduler supports the development and maintenance of an Integrated Master Schedule (IMS) by incorporating shipyard level projects and activities. The Scheduler assists with plans and establishes schedules to meet customer demands and will work closely with internal and external stakeholders to align all efforts and tasks required to execute a Major Defense Acquisition Program; the Planning, Programming, Budgeting, and Execution cycle; and the local Project efforts/ tasks at local shipyard.

Responsibilities

The primary role of the Bowhead Scheduler is to meet all defined requirements of the customer-controlled Integrated Master Schedule (IMS) that includes the PMO-555 HQ defined projects, and key shipyard events needed for SIOP program level management and reporting.

  • Facilitate schedule-focused meetings with internal and external stakeholders to develop and manage the shipyard project portfolio to include the Major Defense Acquisition Program, Programming, Planning, Budgeting and Execution projects, Modeling and Simulation (M&S) projects, National Environmental Policy Act (NEPA), Military Construction (MILCON), Repair/Maintenance (RM) and other associated projects. 
  • Develop and maintain the Shipyard Master Schedules (SMS) which incorporates individual projects schedules with the necessary scope, activities, milestones, and logic that results in a valid critical path with links to all known external dependencies and ancillary projects. 
  • Develop and maintain standard reporting and utilize industry accepted methodologies to identify, monitor, and analyze potential delays, conduct what-if analysis, and develop/ recommend courses of action.
  • Interact with stakeholders to track schedule status within defined update cycles and track stakeholder input for on-time compliance. 
  • Track internal performance and conduct progress checks on Bowhead’s scheduling team to report to Bowhead leadership team
  • Participate in continuous process improvement projects in standardizing and optimizing schedule program metrics by incorporating best practices
  • Support the program’s risk management process related to potential delays. 
  • Adhere to the PMO-555 defined communication plan regarding the release of schedule information outside the shipyard to include bi-annual reporting to meet the PMO-555 IMP (POM) requirements and related change logs. 
  • Comply with defined change management procedures related to baseline revisions and file management to include project closeout.
  • Perform other duties as assigned.

Qualifications

  • Bachelor's Degree required
  • 6 plus years (6+) professional experience scheduling and analyzing military projects
  • Must be proficient with MS Project, Milestone Pro and other industry scheduling tools.
  • Experience with Primavera P6 is highly desired
  • Project Scheduling Professional (PMI-SP), desired.
  • Project Management Certification (PMP), desired.
  • Must be able to manage priorities and work independently with little direction.
  • Ability to communicate effectively with all levels of employees and outside contacts.

 

Physical Demands:

  •  Must be able to lift up to 35 pounds
  •  Must be able to stand and walk for prolonged amounts of time
  •  Must be able to twist, bend and squat periodically

 

SECURITY CLEARANCE REQUIREMENTS: Must be able to obtain a security clearance at the Secret level. US Citizenship is a requirement for Secret clearance at this location.
