Overview

Cable Splicer (MCG-2024-20538):

 

Bowhead seeks to network with Cable Splicers for upcoming or future efforts to support Joint Base McGuire on a base Telecom Support contract.

Responsibilities

Essential functions will include: 

  • Perform during the hours (0630-1500 EST) on base Monday through Friday.
  • Maintenance, repair, replacement, and installation of cables during normal business hours.
  • Responsible for ensuring the daily workload is posted for all technicians by the close of business the previous day. Individual shall quality check the completed work of staff technicians through random sampling. When errors or omissions are detected a discrepancy list shall be provided by the individual to the servicing technician in writing. Individual shall ensure all discrepancies are resolved the same day. As a standing rule, a clean, safe, and efficient work location is of the utmost importance at all times.
  • Working with the Contracting Officer Representative (COR) and other telecommunications providers as required to plan and schedule work efforts.

  • Provide cable testing and fault location via the appropriate test standard by loss, noise, or continuity for all existing cable plant infrastructure. Provide documentation of cable test results, cable installation, and as-built drawings to the Base Communications Office (BCO) Site Managers.
  • Provide labor to support the cable plant and customer requirement for underground, buried or aerial cables. The individual shall be expected to remove water, ventilate, and comply with all industry safety regulations pertaining to entering and working within manholes.

  • Provide outside telecommunications cable locating services when requested.

  • Individual, when required, shall participate with Government personnel and customers in planning meetings to provide consultation for the construction or renovation of Government buildings that require new or upgraded telephone services/equipment. This includes inspection of the construction project during the telecommunications phases. Individual shall participate with the COR in NWS initiatives and programs, such as Disaster Preparedness and Recovery, Emergency service planning, 911 implementation, etc.

  • Individual shall assist the COR in preparing quotes to satisfy NWS customer requests for estimates. Quotes shall provide a description of the approach to be taken and an estimate of labor in hours and materials by item.

  • Individual shall establish and maintain liaison with all BCO customers and other telecommunications providers at the NWS to ensure overall integrity of the installed telecommunications systems and facilities are maintained/repaired and to assure that problems, troubles, and issues are resolved.

  • Assist with the duties of the Telecommunication Mechanic II if when the above tasks are not required.
  • Other duties as assigned

Qualifications

  • Education
    • High school diploma, or GED equivalency
    • Diploma/training document from a technical/trade service school or BICSI, SEICOR certified.
    • Courses in electronics technology, communications technology, or related course of study.
    • Working knowledge of OSHA and EPA directives applicable to outside communications cable plant work is essential.
  • Years of experience
    • Have a minimum of seven (7) years of recent experience in the installation, testing, troubleshooting, maintenance, and repair of telecommunications outside plant infrastructure cabling. Experience will encompass the use of both copper and fiber optic cable for aerial, underground, and buried applications. Experience with air pressured systems and components, outside plant, sheathed, copper telephone cable ranging from 25 to 18,000 pairs and outside plant, multi/single mode, fiber optic cable ranging from 12 to 144 strands is essential. The individual must have color vision to read color-codes and be able to trace color coded pairs/strands. Recent experience is defined that the individual is currently, within the past year, performing outside plant cable splicing technician duties.

  • Required skills or certifications
    • Work experience will demonstrate that duties are performed on outside cable plant where work is conducted in manholes and on aerial structures. Work experience that demonstrates the ability to lift heavy objects over 50 pounds and ability to operate hoists, cable trailers, trucks, winches, and other bulk cable handling equipment is essential.

    • Have experience that demonstrates proficiency in splicing outside plant, sheathed, copper telephone cable using 710, MS2, AMP, and scotch lock splicing techniques. Individual’s experience must demonstrate the use of different types of splice closures to seal spliced copper cable. Individual’s experience must demonstrate capability to terminate copper cable using terminal types to include 110, 66m, and central office distribution frame. Copper cable experience shall demonstrate that the individual has worked with outside plant cables having pair counts ranging from 25 to 18,000 pairs.

    • Have experience that demonstrates proficiency in working with single mode and multi-mode fiber optic cable. Experienced in the termination of fiber optic cable using termination methods such as 3M Hot Melt is required. Experience in the splicing of fiber optic cable using fusion-splicing techniques is essential. Experience testing fiber optic cable to include the use of power meters and time domain reflectometers is imperative.

    • Have specific work experience that demonstrates the use of schematic

      diagrams and test equipment to include oscilloscopes, digital multimeters, tone generators,

      optical power meters and OTDR. Experience in the application of appropriate electronic

      formulas involved in tasks to include testing, troubleshooting, calibrating, aligning, maintaining

      and repairing copper/fiber telecommunications cable is essential.

  • Intermediate to advanced level skills in Microsoft Office software suite - Word, Excel, Outlook, PowerPoint
  • Ability to communicate effectively with all levels of employees and outside contacts
  • Strong interpersonal skills and good judgment with the ability to work alone or as part of a team

 

 

Physical Demands:

  • Must be able to lift up to 50 pounds
  • Must be able to stand and walk for prolonged amounts of time
  • Must be able to twist, bend and squat periodically
  • Ability to operate hoists, cable trailers, trucks, winches, and other bulk cable handling equipment is essential.
  • Color vision to read color-codes and be able to trace color coded pairs/strands.

SECURITY CLEARANCE REQUIREMENTS: Must currently hold a security clearance at the Secret level.  US Citizenship is a requirement for Secret clearance at this location.
